Which keys can’t be duplicated at a kiosk?

Can a “Do Not Duplicate” key be copied?
The stamp alone is a request, not a lock on the key, and it does not stop a copy by itself. Keys on a restricted keyway are different: the blanks are controlled and cut only for people the owner authorizes.
